This qualification is the highest level of certification for a qualified individual.  It has the highest level of credibility in the industry, extending beyond the capabilities of a professional engineer.

The ability to obtain or underwrite an electrical operating permit for any facility with unlimited electrical service capacity and a system voltage up to 25,000 Volts.

Operating permits are mandated by all codes, regulations, SSA and insurance underwriters.  The FSR underwriting an asset, need not perform the regulated works, but can manage, supervise, authorize and inspect thee work performed by other qualified individuals.

The benefits of a supervising FSR are that all required scopes of regulated work would be at arm’s length to the FSR, meaning that the FSR would not economically benefit from the required work and the scopes of work could be put out for tender.
